Is it a dialect issue where my dictionary (Oxford) indicates that salad is "se la" but lesson 1.11 indicates that it is "sha la" ? Or maybe a different type of salad?
Also, everything I've read about the the Pinyin word "yi" indicates that when its used as a determiner before a 1st, 2nd, or 3rd tone word it is written and pronounced in the 4th tone. So in lesson 1.4 shouldn't the "yi" in "yi bei" be shown and pronounced in the 4th tone? Or maybe its a dialect issue?

Both sela 色拉 and shala 沙拉 are right translation for "salad".
Some people use sela 色拉 whereas other people use shala 沙拉.
You are right :
before first, second and third tones, YI should be pronounced in the fourth tone.
