Just curious what the nuance is between these two. Is 'nous devons' more formal, or is must/should implied? Thanks!

Yes, 'nous devons' (or nous "anything") is more formal, and 'on' is used informally or in casual conversation.

Stefanie, I think in addition to above, there is also one more meaning. "on" means also "one - in the third person form". Let me see if I can find an Example:
"On ne doit pas parler pendent le test!"
" One must not talk during the test".
Here it's not about formality.
