Hi, it is simply because it sounds nicer: ou l' on, que l'on, si l'on. L' does not mean anything.

Here "vous"functions as an indirect object pronoun and the literal translation would be (which will be useful "to you" for your claim). So as an indirect pronoun vous= to you and is in its proper location, before the verb. If you are a beginner in french, don't worry you will get to the indirect and direct pronouns soon enough, and believe me, it is a nightmare! Stella
