Well, if it is translation from English to French you have to study hard. The first thing you should do is write in correct English, forget about sentences such as "pls hw cn i b able 2 translate very well", that is not correct in a formal communication.

Can anyone help and explain why the sentence,(Avez-vous un numéro de téléphone où l'on peut vous joindre?) has l'on peut and not just on peut

Hi, it is simply because it sounds nicer: ou l' on, que l'on, si l'on. L' does not mean anything.

Can anyone help and explain why the sentence (qui vous sera utile pour votre déclaration).Has vous in it,when the translation given is (which will be useful for your claim). With vous in it ,Does it not actually say,( which you will be useful for your claim)

Here "vous"functions as an indirect object pronoun and the literal translation would be (which will be useful "to you" for your claim).
So as an indirect pronoun vous= to you and is in its proper location, before the verb. If you are a beginner in french, don't worry you will get to the indirect and direct pronouns soon enough, and believe me, it is a nightmare!
