Combien cela coûte? - How much does it/this cost?
C'est combien? - It's/This is how much?
Comment coûte-t-il? - This *doesn't* ask "How much does it cost?", (more like "How does it cost?") so it's the correct answer.
Combien coûte-t-il ? - How much does it cost?

Merci beaucoup. Those trick negatives leap up and grab you too often. I understand why you use those, because all the other answers are similar ways to say the same thing, thus increasing our practice.
