Where do we find oe as in coeur on the keyboard? I write coeur and it is not accepted at all.

The word coeur has no special accent or other character that isn't found on the English keyboard so there's no reason you can't type it. I would look elsewhere for the problem, such as the following. Does the keyboard type everything else correctly; if not, maybe the keyboard is old and needs replacing. When you type coeur does it automatically change to another word; if so, the autocorrect of your program may need correcting. The problem may also lie elsewhere.
