yes you could, but people mostly associate kaal with death. If you would see ancient usage, it meant time but with the development of the language, samay is used for time and kaal for death.

'kaal' is still used as time quite extensively. Example:
Sandhyakaal = evening
Pratahkaal = morning
Although 'Kaal' is used as death but more appropriate word for death will be 'mrityukal' which means time of death. Like in English one can say that my time came...means time of death came, same in Hindi 'kaal' is used for time of death or death in short.

The word for death could also be 'maut' 'मौत'
