all vowels that are not stressed tend to be somewhat reduced in length.
However, the most dramatic changes only occur with three vowels: о, е and я.
If the stress doesn't fall on О it is pronounced the same as [a]
If the stress doesn't fall on E or Я they are pronounced the same as [i].
There are no specific vowels that cause other vowels to change. It's a matter of where the stress is in a certain word.
