Do the Ts in Mandarin Chinese actually sound like Ks in English?

I was doing a little bit with the tones lesson, and as I was listening to Lin Pin saying 'tian', I found that it sounded like a K in English. Is that on purpose?

This a great chart that lists the major phonemes in Mandarin.  The "t" in "tian" is pronounced the same as in the pinyin word "ta".
