When do you do Rocket Certification for a module?

Do you do the "Rocket Certification" for each module…

…when you feel like you know it, even if the to-do's are not complete? 
…only when you've completed all of the to-do's? 
…only when you've turned all of the to-do's green?
…right after you've finished the module?
…at a later time, after you've reviewed the module again?
…after some time has passed, without review? (to test how much you remember)
…when?

Generally after everything is complete in the module or as revision.
