Looking through lesson 1.6, it introduces the 하라체 level, which is the first time I've seen this particular level. From the example, it looks like it's constructed by taking the verb stem and adding ㄴ다 if the stem ends with a vowel or 는다 if the stem ends with a consonant. Is this correct? If so, are there are irregularities when using this form?

Hmm, this is very interesting question, basically, 하라체 is used for public speech or advertisement especially when you are dealing with uncertain public people.
You are on the right track, sentence can be structed by taking the verb stem and adding ㄴ다 and more various forms. It does not have to be ㄴ다, but it can be also something like -라 or -가? For example, '현실을 똑바로 보라' = (look at realities directly) or '우리에게 희망이 있는가?' (=do we have hope?) etc etc. So, it can be used more creatively. So, it ends with a vowel.
