When to use hacer, estar, hay in relation to weather

I was doing level 1, 3.3 and the subject is the weather.  How does one know when to use hacer in relation to the weather.  here are a number of examples in the lesson: va a llover, va a hacer sol, puede hacer calor/frio, puede llover/nevar.  I don't understand why some examples have hacer and some don't.  Can anyone explain?
