You click on the FlashCards menu item. On the FlashCards page, click on the "Create Custom Set" icon near the top. Then work through the three step process.

Under FlashCards, when you click on "Create Custom Set", it will display step 1, step 2, and step 3 on that page.
Step 1 - Add a title
Step 2 - Make your flashcard set public or private
Step 3 - Choose how you want to make the flashcard set (manual, import from csv, import from MyVocab)
This should all become apparent once you get to that page.
