Does these expressions ( "Qué pasa" y "Qué hay") mean the same as "Cómo estás" y "Qué tal" (how are you)?

Yes, they're both informal ways to say "what's up?" "How're things?" However, qué pasa can also be used to ask "what's the matter?" "What's wrong?"
